Vietnam strengthens traceability of specially controlled chemicals

On September 4, 2026, the Ministry of Public Security issued the Circular No. 154/2026/TT-BCA, which regulates the management, identification, and traceability of chemicals requiring special control through an electronic identification and authentication platform. The circular focuses on establishing a mechanism for managing chemical data in an electronic environment, connecting information across regulatory agencies, and enhancing the ability to track chemicals throughout the supply chain. The circular takes effect on the date of issuance.

The Circular stipulates that the development, management, and operation of the Identification and Traceability System for Chemicals require special control and shall be managed by the Ministry of Public Security on the VNIDCHECK platform (https://vnidcheck.vn/). It also specifies the creation and use of (1) the supply chain code and (2) the identification code for chemicals require special control.
