On August 11, 2026, the United Nations Development Program (UNDP), through the National Plastic Action Partnership (NPAP) in Vietnam and the Vietnam Circular Economy Hub (CE Hub), organized a workshop titled “Pathways for a Robust Extended Producer Responsibility (EPR) System in Vietnam.” The workshop brought together representatives from the Viet Nam Environment Agency, as well as relevant agencies and businesses. Staff members from Enviapac, EnviX's local subsidiary, also participated in this workshop.

At the workshop, a representative from the Department of Environment presented on the direction for refining EPR regulations in accordance with the amended Environmental Protection Law and the guiding decree. At the same time, participants also contributed their opinions on the proposed regulatory directions.

 

Directions for Finalizing EPR Regulations

Draft Amended Environmental Protection Law:

  • Forms of recycling responsibility: Completely abolish the financial contribution method.
  • Add a provision stating that products and packaging listed in the environmental protection tax catalog are exempt from waste management responsibilities

The draft Law and Decree amendments allow manufacturers and importers to choose recycling organizations through various methods. Specifically:

  1. Collect for self-recycling or transfer to a recycling entity
  2. Contract with a collection and recycling entity
  3. Authorize an intermediary organization (PRO)
  4. Other forms as prescribed by the Government
  5. Export for recycling
  6. Combine the above forms

 

Starting in 2030 for the packaging category and in 2033 for the product category: implementation will focus on forms 1. or 3.
