Vietnam Publishes Decree Providing for the Implementation of the Law on Economical and Efficient Use of Energy

On 21 January 2026, the Government issued Decree No. 30/2026/NĐ-CP, detailing and guiding the implementation of the Law on Economical and Efficient Use of Energy. The Decree takes effect from the date of signing and replaces Decree No. 21/2011/NĐ-CP.

Decree No. 30/2026/NĐ-CP establishes an important legal framework to ensure the effective implementation of the amended Law on Economical and Efficient Use of Energy. Consultancy and energy auditing activities are subject to stricter regulation through detailed requirements on organizational capacity, personnel, and annual reporting obligations. The Decree also introduces additional energy labelling requirements for transport vehicles, contributing to greater transparency and promoting the use of energy-efficient vehicles. In parallel with compliance requirements, the Decree sets out incentive mechanisms through preferential policies and support for projects related to economical and efficient use of energy promotion, energy service organizations (such as ESCOs), and voluntary agreements of the economical and efficient use of energy.

Overall, the Decree is expected to facilitate the practical and effective implementation of economical and efficient energy use measures within enterprises, in line with production and business operations.
