India Withdraws 14 more Quality Control Orders, including Chemicals

India’s Department of Chemicals and Fertilizers has withdrawn a total of 14 quality control orders (QCO) of products under the “Chemicals, Fertilizers, Polymers & Textiles” category on November 12, 2025. These QCOs were published between 2021~2023 and were scheduled to take effect, but were subsequently delayed multiple times. All 14 QCOs now render null and void upon withdrawal.

The QCOs were listed under Schedule II, Scheme I of the Bureau of Indian Standards (Conformity Assessment) Rules, 2018 which mandated compliance with designated Indian standards, product testing, audit and labeling of Standard Mark. Below are the withdrawn products:

  • Terephthalic Acid
  • Ethylene Glycol
  • 100 Percent Polyester Spun, Grey and White Yarn
  • Polyester Industrial Yarn (IDY)
  • Polyester Staple Fibres (PSF)
  • Polyester Continuous Filament Fully Drawn Yarn
  • Polyester Partially Oriented Yarn
  • Polyethylene Material for Moulding and Extrusion
  • Acrylonitrile Butadiene Styrene (ABS)
  • Polypropylene (PP) Materials for Moulding and Extrusion
  • Polyvinyl Chloride (PVC) Homopolymers
  • Ethylene Vinyl Acetate (EVA) Copolymers
  • Polyurethanes
  • Polycarbonate

 

Other than the above withdrawn QCOs, there exist many different QCOs of chemicals but are also heavily delayed, and only a very small number are currently in force. Since July 2025, such withdrawal orders were issued in succession, where a total of 26 different QCOs were withdrawn including this latest announcement.
