Japan’s MOE drives new resource‑circulation business

On March 31, 2026, Japan’s Ministry of the Environment (MOE) released the Action Plan for Building a RecycledPlastic Market for Automobiles. The plan aims to support Japan’s transition toward a circular economy and prepare for the European Unions forthcoming EndofLife Vehicle (ELV) regulation, expected to take effect in 2026, which will mandate minimum recycled‑plastic content in new vehicles. Although the plan sets phased supply targets for recycled plastics beginning in 2031, current projections show that Japan will face a significant shortfall. Even by 2041, supply is estimated to fall far below the annual target of 200,000 tons. In addition, challenges have emerged regarding “quality” including variability in material properties, contamination, and odor, and “value”, as production costs for recycled plastics are estimated to exceed those of virgin materials.To close these gaps in “quantity, quality, and value (cost)”, the plan identifies the establishment of recycled‑plastic aggregation hubs as its central solution. These hubs would consolidate existing supply chains, enabling large‑scale production and advanced quality control. Going forward, the consortium will deepen feasibility studies (FS), refine business models, and examine demand‑creation measures and certification schemes. Through these efforts, Japan aims to launch a domestic market for automotive recycled plastics at an early stage and ultimately achieve international cooperation.

Purpose of Developing the Action Plan

Japan has positioned the transition to a circular economy as a national strategy. However, approximately 60 percent of waste plastics are still processed through thermal recovery, and roughly 70 percent of domestically recycled plastics are exported, meaning domestic resource circulation remains insufficient. Meanwhile, Europe is expected to implement its ELV regulation in 2026, including mandatory minimum recycled‑plastic content in new vehicles—15 percent six years after enforcement and 25 percent ten years after enforcement.

In response to intensifying global competition for resources and tightening regulations, the consortium—comprising industry, government, and academia—developed this Action Plan to strengthen the global competitiveness of Japan’s manufacturing sector and advance resource‑circulation business models.

 

Supply Targets and Current Gaps (Quantity, Quality, and Value)

The Action Plan sets the following phased supply milestones for recycled plastics used in automobiles:

  • 2031–2035: 25,000–124,000 tons per year (equivalent to 15 percent or more of the plastic required for new vehicles produced in Japan)
  • 2036–2040: 157,000–190,000 tons per year (equivalent to 20 percent or more of the plastic required for new vehicles produced in Japan)
  • 2041 and beyond: 200,000 tons per year (equivalent to 20 percent or more of the plastic required for all vehicles produced in Japan)

 

However, challenges exist across all three dimensions—quantity, quality, and value (cost):

  • Quantity — Even with expanded resource‑recovery incentives and the new plastics law, supply in 2041 is projected at only 69,000–95,000 tons, far below the 200,000‑ton target.
  • Quality — Material properties vary significantly even within plastics of the same origin. Only about 14 percent of samples met all target values for compounded general‑purpose polypropylene (PP) set by the Japan Automobile Manufacturers Association (JAMA). Additional concerns include contamination, environmentally harmful substances, and odor.
  • Value (Cost) — Production costs for recycled plastics are estimated to exceed the market price of virgin materials, making large‑scale production, consolidation, and environmental‑value differentiation essential.

 

Establishing Recycled‑Plastic Aggregation Hubs and the Five Policy Measures

To address these gaps, the Action Plan calls for establishing recycled‑plastic aggregation hubs that consolidate existing supply chains. These hubs aim to secure production capacity suitable for mass manufacturing and achieve consistent, stable quality through advanced sorting and compounding. A policy package centered on these hubs consists of five measures:

  1. Maximizing Domestic Resource Circulation
    Reduce outflows to overseas markets, secure collection and processing capacity, and improve waste‑sorting practices to maximize domestically circulated recycled‑plastic feedstock.
  2. Improving Efficiency and Quality Through Technology
    Advance, scale, and standardize technologies across all stages of recycled‑plastic production and establish a comprehensive technological framework.
  3. Design for Expanded Use of Recycled Plastics
    Promote vehicle designs that facilitate the use of recycled plastics.
  4. Developing an Information‑Sharing Infrastructure
    Improve transparency and efficiency in resource circulation through shared material and quality information and strengthened traceability.
  5. Enhancing the Value of Recycled Plastics
    Increase perceived environmental value, develop demand‑creation measures, and establish certification systems.

 

Envix’s Comments: Outlook and Future Developments

Beginning in 2027, the consortium plans to accelerate feasibility studies for the aggregation hubs, and further refine business models and strategic considerations. It will also develop concrete demand‑creation measures and examine simplified certification schemes essential for market operation. These efforts aim to establish a domestic recycled‑plastic market early and support future international cooperation and mutual recognition. At the same time, Europe’s ELV regulation will introduce recycled‑plastic content requirements in stages, leaving limited time for Japan to respond to global regulatory trends. Addressing the current gaps in “quantity, quality, and value (cost)” will require structural transformation across the supply chain—not merely individual corporate efforts—and the establishment of aggregation hubs will be central to that transformation.
