First recycled water deal concluded in China’s Jiangsu province

According to a report published Dec. 2, 2022, by the Department of Ecology and Environment of Jiangsu province, China, Jiangsu Siyang Strait Environmental Protection Co., Ltd. (江苏泗阳海峡环保有限公司) sold the right to use 600,000 m3 of recycled water to Siyang Hongyi Textile Technology Co., Ltd. (泗阳红亿纺织科技有限公司). This is the first recycled water deal in the province, indicating the success of the province’s new water trading scheme.

 

Recently, Jiangsu province’s Siyang county has been implementing the “National Water-Saving Actions” rigorously to establish a water-saving society. Many textile companies are operating in Siyang’s economic development zone, and they need large quantities of water. Considering these circumstances, Jiangsu Siyang Strait Environmental Protection has built an industrial water supply plant in the BOT model, taking into account the necessary investment, running costs and post-closure management. The total investment in this plant amounts to 30 million yuan ($4,430,000).

 

The water supply plant only uses standard-compliant water treated in Chengdong Sewage Treatment Plant as source water. It re-treats the source water so that the water meets a standard called “Reusing Water for Textile Dyeing and Finishing” (FZ/T01107-2011), and then supplies it at a constant pressure to textile printing companies in the economic development zone that have purchased the right to use the recycled water.

 

In the deal, Jiangsu Siyang Strait Environmental Protection sold the right to use 600,000 m3 of recycled water for 780,000 yuan (1.3 yuan per m3). The contractual period for water use is from Nov. 15, 2022 to Nov. 14, 2024. A source from Siyang county says water trading will be an important mechanism to solve the issue of water shortage for the development of the local economy. Water trading makes possible optimized allocation and efficient use of water resources. The local government plans to encourage and standardize water trading by companies to promote high-quality economic and social development of the county.
