China Promulgates “Ecological Environment Code”: Part 2

The Ecological Environment Code of the People's Republic of China was passed during the 14th National People's Congress and will take effect on August 15, 2026. This article (Part 2) outlines the provisions of the Code regarding the prevention and control of air pollution. Upon the enforcement of the Code, the existing Air Pollution Prevention and Control Law of the People's Republic of China will be repealed. Notably, Article 215 of the Code explicitly mandates the establishment of a labeling system for raw materials, auxiliary materials, and products with "low-VOC (Volatile Organic Compound) content." Furthermore, regarding mobile source measures, regulations have been strengthened for "key vehicle-using entities" that frequently utilize heavy-duty trucks. The Code also encourages the adoption of ultra-low emission technologies in key industries and strengthens legal liability for cleaner production across all industrial processes.
