Vietnam promulgates decree on direct trading system for renewable energy power

On July 3, 2024, the Vietnamese government promulgated Decree No. 80/2024/ND-CP Governing Direct Power Trading between Renewable Energy Power Producers and High-Volume Power Users (hereinafter referred to as “the Decree”). The Decree regulates the scope of the scheme for trading electric power derived from renewable energy sources through dedicated transmission lines or the national grid; transmission pathways; forms of contracts to be executed; and mandatory reporting systems. The decree first in the country establishes rules for direct contracts between renewable energy power producers and electricity users and is expected to serve as a key system for Vietnam that has set a goal of net-zero emissions by 2050. The Decree entered into force upon the promulgation.
