Philippines Issues Implementation Guidelines for Recertification of Energy Managers and Energy Auditors

In the Philippines, on July 22, 2024, the “Implementing Guidelines (IGs) on the recertification of Energy Manager and Energy Auditor” was published in two general newspapers, and will take effect 15 days later. These guidelines set out the training requirements required for the recertification of energy managers and energy auditors in accordance with the Energy Conservation Act.

Under the Energy Conservation Act, the certification of energy managers and energy auditors is valid for three years, after which recertification is required. The recertification is also valid for three years.

 

The guidelines set out the training rules for the recertification of Certified Energy Auditors (CEAs) and Certified Energy Managers (CEMs) in Annex A and Annex B, respectively. Therefore, accredited training institutions must develop training plans based on these Annexes and submit them to the DOE within 90 days.

 

For applications for recertification, follow DOE Circular No. DC2022-03-0006 and DOE Circular No. DC2022-03-0008. The application process and documentation requirements are set out in Annex C and Annex D.

 

In addition, the guidelines also stipulate the following requirements for recertification of CEAs and CEMs.

  • Must have been previously certified by the DOE as a CEA or CEM. A revoked certificate is only accepted if it is within 2 years of the revocation date.
  • The certificate of completion of the recertification course. Only certificates issued by accredited training institutions will be accepted at the time of application for recertification.
  • A letter of recommendation from a designated facility indicating that the candidate is still engaged as a CEM at the facility.
  • The recommended designated facility must be able to submit an Annual Energy Utilization Report (AEUR), Annual Energy Efficiency and Conservation Report (AEECR), and Energy Audit Report (EAR).
