Philippines amends requirements for designated establishments under Energy Efficiency and Conservation Act

On December 27, 2023, three Department of Energy (DOE) circulars reclassifying designated establishments under Energy Efficiency and Conservation Act (RA 11285) in the commercial, industrial and transportation sectors and providing compliance guidelines therefor were officially published in the Philippines. Additionally, on February 20, 2024, the DOE issued an advisory on compliance following the changes in requirements for designated establishments.

 

The following provides an overview of DOE Circular No. DC2023-12-0037 for the industrial sector.

 

Classification of designated establishments

Designated establishments are classified based on the previous year's annual energy consumption as follows.

Category Annual energy consumption
Others 50,000 kWh or less
Type 1 50,001 kWh to 1,000,000 kWh
Type 2 1,000,001 kWh to 8,000,000 kWh
Type 3 8,000,001 kWh or more

 

The annual energy consumption shall be calculated based on the following formula. Conversion factors shall follow the latest published information by the DOE.

Annual Total Energy Consumption(in kWh equivalent)=

Total Annual Fuel Consumption(in kWh equivalent)*1+Total Annual Electricity Consumption(in kWh equivalent)*2

*1 based on the petroleum products consumed from January 1 to December 31
*2 based on the total energy consumption from January 1 to December 31
