The Philippines promulgates laws to implement updates and amendments to the ASEAN Cosmetics Directive

The Food and Drug Administration (FDA) Circular No. 2023-011, Updates and Amendments to the ASEAN Cosmetic Directive (ACD) as Adopted During the 37th ASEAN Cosmetic Committee (ACC) Meeting and its Related Meetings, was enacted in the Philippines on November 21, 2023. The circular is intended to implement the updates and amendments to the ACD adopted at the 37th ACC Meeting and related meetings. For the items revised this time, except for minor amendments, a 24-month grace period is given, and after May 8, 2025, only products that meet the regulations can be put on the market, and products that do not must be withdrawn from the market. The circular shall enter into force 15 days after its promulgation in a general newspaper and submission to the Office of the National Administrative Register (ONAR).
