Laos Laos guides a safety in chemical storage

The Ministry of Industry and Commerce, Lao PDR published the “Decision on the chemical storage No. 0072 / MOIC.DOIC” in the Gazette on 11 February 2021. The Decision sets out the standards for design and facilities of dangerous goods storage as well as storage method of hazardous chemicals to avoid risks associated with the mixing of incompatible chemicals.

 

Type of chemical warehouse;

A chemical storage warehouse is categorized into 4 types as follows;

  • Dangerous goods warehouse for storage service
  • Dangerous goods warehouse for import, export, or trading business
  • Dangerous goods warehouse for factory
  • Dangerous goods warehouse for the specific project of the government

 

In the case of (1) or (2), the business entity shall apply for a business operation license under the Decision. Regarding (3), the factory does not need to apply for a business operation license though the factory shall carry out an operation in accordance with the Law on Industry.

 

Design criteria

Dangerous goods storage shall be designed and constructed as follows;

  • The main structure of the roof must be constructed of non-combustible material.
  • The roof materials must withstand fire for 30 min.
  • The wall shall be durable and fireproof for at least 90 min.
  • The floor shall have sufficient load-bearing capacity to support all the chemical and hazardous substances stored.
  • The floor shall be resistant against water and chemicals;
  • In case that flammable liquids, flammable gases, and explosives are stored, the floor must be conductive and anti-static.
  • The floor shall not absorb liquids, smooth and level, non-slippery, no cracks, and easy to be cleaned.
  • A Bund or similar safety measure shall be provided that can contain 110% of the chemical volume stored in the warehouse.
  • At least 2 doors for entrance and exit are required including an emergency exit which is situated on the opposite side.
  • Emergency lighting must be provided near the emergency exit route and clearly identified with a sign that can be clearly seen in the dark and must be kept clear from the obstruction.

  • Electrical systems and emergency lighting in a storage facility must be designed and installed for a purpose of fire or explosion protection.
  • Electrical equipment must be grounded and have a short-circuit prevention system installed.
  • The building must be installed with a lightning protection system.
  • A 12-kg ABC powder fire extinguisher shall be provided at least 1 unit for each 200 sq. m while two 25-kg ones shall be provided at the flammable liquid storage facility. Other fire fighting facilities shall be prepared in accordance with the decision.
  • Used fire water must be discharged to a storage pond and properly treated before released to the public water. The capacity of a storage pond shall be sufficient to retain the water and meet the standard in accordance with the decision.
  • At least one station for hand wash and shower shall be installed in the storage.

 

Separate storage and hazard communication

For safe storage of chemical and hazardous substances, storage classification must be properly determined to fit specific hazard characteristics of such substances. Separate storage shall apply in accordance with the decision. Warning sign, prohibition sign, safety sign, and safety data sheet (SDS) shall be provided in the warehouse (in Lao language or appropriate language).
