Taiwan MOENV Proposes Adding 6 Chemical Substances to Concerned Chemical Substances List 
On July 20, 2026, Taiwan’s Ministry of Environment published draft amendments to the “Regulated Concerned Chemical Substances and Their Operational Management Matters.” The proposal announces the planned addition of six chemical substances—including 2-methyl-4′-(methylthio)-2-morpholinopropiophenone (MMMP) and γ-butyrolactone (GBL)—to the list of “Concerned Chemical Substances.” The public comment period runs for 60 days from the date of the announcement.
Once officially designated as Concerned Chemical Substances, these materials will fall under the scope of the Toxic and Concerned Chemical Substances Control Act. Regulated entities will be required to comply with various compliance obligations, such as obtaining authorization permits, applying labels to containers and packaging, and maintaining operational records at prescribed intervals. The draft amendments also outline specific compliance deadlines for the six newly added substances, including a requirement to complete container and packaging labeling by July 1, 2028.
