Taiwan Ministry of Environment Proposes Adding 31 Substances to Hazardous Air Pollutants List

On September 23, 2026, Taiwan’s Ministry of Environment (MOENV) released draft amendments to the Types and Emission Threshold Amounts of Hazardous Air Pollutants from Stationary Sources for public comment.

Promulgated under Article 20 of the Air Pollution Control Act, this official notice designates the types of hazardous air pollutants emitted from stationary sources and specifies their corresponding emission threshold amounts. Meanwhile, a separate regulation titled Emission Standards for Hazardous Air Pollutants from Stationary Sources defines the mandatory "emission standard values" for these pollutants.

Exceeding the "emission threshold amounts" for regulated hazardous air pollutants subjects violator to criminal penalties, whereas violating provisions related to "emission standard values" results in administrative fines.
