China Releases Fifth List of Implementation Rules for Green Product Certification

On September 9, 2025, the Certification and Accreditation Administration of China (CNCA) released the Fifth List of Implementation Rules for Green Product Certification. The list adds rules for nine new product categories, including lighting equipment, computers, printers, dyes, and refractory materials. In addition, the rules for seven existing categories—such as sanitary ceramics, thermal insulation materials, textiles, and furniture—have been revised. All newly added and revised rules take effect from the date of publication.

Although green product certification is voluntary, certified products are eligible for incentives such as preferential treatment in government procurement. As of now, more than 100 types of consumer goods are subject to green product certification.

 

Newly Added Implementation Rules for Green Product Certification

The following nine product categories have been newly added to the list:

  • Green Product Certification Implementation Rule: Lighting Equipment (CNCA-CGP-20:2025)
  • Green Product Certification Implementation Rule: Reusable Logistics Boxes (CNCA-CGP-21:2025)
  • Green Product Certification Implementation Rule: Dyes (CNCA-CGP-22:2025)
  • Green Product Certification Implementation Rule: Premixed Mortar for Decoration and Renovation (CNCA-CGP-23:2025)
  • Green Product Certification Implementation Rule: Stone Materials (CNCA-CGP-24:2025)
  • Green Product Certification Implementation Rule: Refractory Materials (CNCA-CGP-25:2025)
  • Green Product Certification Implementation Rule: Computers (CNCA-CGP-26:2025)
  • Green Product Certification Implementation Rule: Printers and Multifunction Devices (CNCA-CGP-27:2025)
  • Green Product Certification Implementation Rule: Wall Materials (CNCA-CGP-28:2025)

Each rule outlines the applicable standards, certification methods, commissioning procedures, use of certification labels, and requirements for maintaining the validity of certification documents.

 

Revised Implementation Rules for Green Product Certification

The following seven product categories have undergone revisions. Previous versions of the rules will be invalidated upon the enforcement of the revised versions:

  • Green Product Certification Implementation Rule: Sanitary Ceramics (CNCA-CGP-03:2025)
  • Green Product Certification Implementation Rule: Furniture (CNCA-CGP-06:2025)
  • Green Product Certification Implementation Rule: Thermal Insulation Materials (CNCA-CGP-07:2025)
  • Green Product Certification Implementation Rule: Wood-Plastic Composites (CNCA-CGP-11:2025)
  • Green Product Certification Implementation Rule: Textile Products (CNCA-CGP-10:2025)
  • Green Product Certification Implementation Rule: Paper and Paper Products (CNCA-CGP-12:2025)
  • Green Product Certification Implementation Rule: Ceramic Tiles (Boards) (CNCA-CGP-09:2025)

Existing valid certification documents remain usable. Transition to the revised rules will be handled through standard procedures such as renewal upon expiration or changes in product specifications or certification standards.
