Vietnam amends regulated active substances used for insecticides and disinfectants

On June 19, 2020, the Ministry of Health of Vietnam enacted the “Circular No. 11/2020/TT-BYT on the lists of prohibited or restricted active substances used for household or medical insecticides and disinfectants”. The circular will enter into force on August 20, 2020, repealing the Circular No. 47/2017/TT-BYT.

The Annex to this circular set the following two active substance lists:

Annex 1 – The list of active substances prohibited for use in insecticides and disinfectants in the household or medical field

Annex 2 – The list of active substances restricted for use in insecticides and disinfectants in the household or medical field

Main requirements

After the effective date of this circular, new registrations of insecticides and disinfectants containing the following active substances, or processing and review of registration dossiers of insecticides and disinfectants submitted before the date, will not be carried out:

  • Chlorpyrifos ethyl
  • Hexythiazox
  • Fipronil
  • Beta-cyfluthrin
  • Cyfluthrin
  • Trichlorfon
  • Diazinon
  • Acephate
  • Malathion
  • Methanol

However, as to insecticides and disinfectants for which a marketing registration has been issued prior to the effective date of this circular may be continued for a maximum of one year from the date for its manufacture and importation, and for a maximum of two years for its sale and use. Provided that, in that case, it’s required to meet the following conditions:

  • Insecticides and disinfectants contain the following active substances as specified in Annex 1 of the circular:
    Chlorpyrifos ethyl, Hexythiazox, Fipronil, Beta-cyfluthrin, Cyfluthrin, Trichlorfon, Diazinon, Acephate, Malathion, Methanol
  • Insecticides and disinfectants containing emamectin benzoate or spinosad that do not meet the conditions of restrictions specified in Annex 2 of the circular

In addition, in respect of insecticides and disinfectants containing active substances specified in Annex 2 and for which a distribution register has been issued, advertising activities may be carried out within the scope of the distribution registration permit. In case of advertising activities outside the scope, an additional distribution register shall be issued in accordance with the following decrees

  • The Governmental Decree No. 91/2016/ND-CP on the control of insecticides and disinfectants in the household and medical field
  • The Governmental Decree No. 155/2018/ND-CP on amending and supplementing the provisions on investment and trading conditions in the scope of state control of the Ministry of Health
