Vietnam Revises Application Procedures for Import and Export Licenses of Scheduled Chemicals under the Chemical Weapons Convention

On April 1, 2025, the Vietnam Chemicals Agency (Vinachemia) under Ministry of Industry and Trade (MOIT) published a notice regarding the additional submission of paper documents for applications related to the import and export of designated chemical substances (Schedule 2 and Schedule 3 chemicals) on its official website . This notice is based on Document No. 52/CNTT-PTUD issued by the General Department of Customs on March 25, 2025, which reported challenges concerning the import licensing of these chemicals through the National Single Window (https://vnsw.gov.vn/).

 

To ensure the smooth processing of applications, companies applying for import and export licenses for Schedule 2 and Schedule 3 chemicals must submit paper documents directly to the General Department of Chemicals in addition to the required online application. This requirement will take effect on April 1, 2025, and remain valid until a new notification is issued.

 

According to the current regulations, “scheduled chemical substances” refer to substances or mixtures containing them as listed in Annex I of Decree No. 33/2024/ND-CP, issued on March 27, 2024. Companies engaged in importing or exporting these substances must obtain approval from the relevant authorities. Schedule 2 and Schedule 3 chemicals fall under the jurisdiction of the Ministry of Industry and Trade, and obtaining the respective permits is a prerequisite for customs clearance. Application procedures and required documentation for import and export licenses of these chemicals are stipulated in Article 19 of the decree.

 

Additionally, companies trading designated chemical substances must secure a trade license before importing them. However, under Decree No. 33/2024/ND-CP, the import and export license and trade license requirements are waived for Schedule 2 and Schedule 3 chemicals with concentrations below 1%.
