India India publishes amendment rules for Ozone Depleting Substances.

On December 18, 2019, India’s Ministry of Environment, Forest and Climate Change published the rule “Ozone Depleting Substances (Regulation and Control) Amendment Rules, 2019” to amend the following provisions.

In rule 5 (ODSs are to be expected to or imported from countries specified in Schedule VI under a licence), after sub-rule 2A, the following sub-rule shall be inserted namely:-
“(2B) Issuance of license for import of HCFC-141b shall be prohibited from January 1, 2020.”.

In Schedule IV (Regulation on consumption of ODS on end use basis), against serial number 10 for item (c: Manufacture of pre-blended polyols) and the entries relating thereto, the following shall be substituted, namely:

Before amended, the phase-out date was January 1, 2022.

In the Note under Schedule VII (Regulation on import and export products containing ODSs), after clause 2, the following clause shall be inserted, namely:-
“3. Pre-polymers include pre-blended polyols containing Group VI substances.”.

This amendment came into force on the date of the publication in the Official Gazette.
