India Surveys Industries on Chemicals Listed under Stockholm Convention

India’s Basic Chemicals, Cosmetics & Dyes Export Promotion Council (Chemexcil), under the Ministry of Commerce & Industry, has surveyed companies on the Stockholm Convention on Persistent Organic Pollutants (POPs), and published the questionnaire online on August 12, 2024. Companies were asked about quantity present in inventory, quantities disposed and planned to be disposed of etc. of the POPs listed under the Stockholm Convention Annex A (Elimination: 28 substances), Annex B (Restriction: 2) and Annex C (Unintentional production: 7). The survey had asked for response before August 14, two days after it was published.

 

The questionnaire was divided into three annexures. Below are the main data that were asked to be filled:

 

Annexure 1

Data on POPs listed in Annex A and B as follows:

  • Year of latest inventory
  • Total quantity present
  • Quantities disposed of since latest inventory till now
  • Quantities planned to be disposed of between now and 2026
  • Quantities planned to be disposed of between 2026 and 2030 requiring Global Environment Facility (GEF) support
  • Quantities planned to be disposed of after 2030

 

Annexure 2

Data on POPs listed in Annex C as follows:

  • Year of latest inventory of releases
  • Total quantity released
  • Quantities planned to be reduced between latest inventory and 2026
  • Quantities planned to be reduced between 2026 and 2030 requiring Global Environment Facility (GEF) support
  • Quantities planned to be reduced after 2030

 

Annexure 3

Provide an estimated amount on the baseline costs of implementing the Stockholm Convention for the period between 2026 and 2030.

 

 

In 2018, India has published the Regulation of Persistent Organic Pollutants Rules, 2018, banning the production, sale, import & export and usage of seven POPs. It is believed that this questionnaire was aimed to gain understanding on the current situation of companies for future possible regulatory enforcements.
