India Postpones QCO for Vinyl Acetate Monomer etc. for the Third Time 
On May 23, 2023, India’s Ministry of Chemicals and Fertilizers has enacted both the Vinyl Acetate Monomer (Quality Control) Amendment Order, 2023, and the Methyl Acrylate, Ethyl Acrylate (Quality Control) Amendment Order, 2023, to further postpones their enforcement date to February 24, 2024. The principal order was originally scheduled to take effect on May 30, 2022, but was postponed to November 30, 2022, by an amendment order promulgated on May 30, 2022. However, it was postponed again to May 31, 2023, by another order on November 18, 2022. This latest amendment marks the third postponement, which delays the effective date by 9 months.
The following shows the previous changes in the effective dates of the Quality Control for vinyl acetate monomer, methyl acrylate and ethyl acrylate.

The Quality Control Order requires compliance with each applicable Indian Standard. Under Annexure II Scheme 1 of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018, the “Standard Mark” must be attached in accordance with the license granted by the Bureau of Indian Standards. Violations of these Quality Control Orders are punishable under The Bureau of Indian Standards Act, 2016. However, goods intended for export are not subjected to this Act.
