India Releases Draft on EPR Regulations for Used Oil

On May 2, 2023, India's Ministry of Environment, Forest and Climate Change (MoEFCC) released a draft of the Hazardous and Other Wastes (Management and Transboundary Movement) Amendment Rules, 2023, which stipulates the Extended Producer Responsibility (EPR) for used oil. The draft aims to amend the Hazardous and Other Wastes (Management and Transboundary Movements) Regulations, 2016 to add a new EPR scheme for used oil. It also specifies EPR targets for used oil until 2030 and the responsibilities of respective operators and government agencies. An EPR online portal on used oil will be launched within six months from the date of publication of this draft, which producers and importers are required to register on. The regulation will enter into force on April 1, 2024.
