Taiwan announces regulations on voluntary GHG emission reductions and offset

On October 12, 2023, the Ministry of Environment of Taiwan issued the “Measures on greenhouse gas voluntary emission reduction project management” and “Measures on greenhouse gas emission increase offset management”. Both of these two measures are issued under the related provisions of the “Climate Change Response Act”, and take effect on the same day. These measures stipulate the specific requirements and procedures for obtaining a quota by submitting a voluntary greenhouse gas emission reduction plan and for offsetting the increase in greenhouse gases that must be done when newly established or changed emission sources reach a certain scale.
