On December 4, 2025, the Indonesian Ministry of Environment has published the “Regulation of the Minister of Environment No. 25/2025 on Procedures for Issuing Recommendations for Import Permits of Ozone Depleting Substances and Hydrofluorocarbons”. The regulations, which came into force on December 11, 2025, repeals the previous “Regulation of the Minister of Environment and Forestry No. 7/2024 on Procedures for Issuing Recommendations for Import Permits of Ozone Depleting Substances and Hydrofluorocarbons”, adding a few prohibited uses of hydrofluorocarbons (HFCs). No changes were observed in the listed chemicals and import procedures, however consumption reduction target of ozone depleting substances and HFCs such as in the No. 7/2024 regulations were not mentioned this time.
Prohibition of HFC Uses
The regulation has amended the prohibited uses of HFCs. Below are the before and after comparisons where changes are shown in bold.

In order to import ozone depleting substances and HFCs, importers shall obtain General Importer Identification Number (API-U) for ozone depleting substances or Producing Importer Identification Number (API-P) for HFCs, via the Indonesia National Single Window System (SINSW). Import permits are valid for a period of one year.
