The Ministry of Trade of Indonesia issued the Ministry of Trade Regulation No. 23/2026 on the Amendment to Ministry of Trade Regulation No. 24/2025 on Import Policy and Regulation of Used Goods and Non-B3 Wastes on September 9, 2026, which will be enforced 30 days later (October 9, 2026). The previous 2025 Regulation listed 651 items of used goods and non-hazardous and toxic waste (commonly referred to as non-B3 waste) and mandated importers to obtain various permits, comply with conditions and submit import performance reports. This amendment adds a new product category in “used industrial electronic equipment”, specifying item names, their import conditions and permits required. However, for used industrial electronic equipment, the only port where importation is permitted is the Batam Free Trade Zone and Free Port (KPBPB) located in Riau Islands Province.
See below for examples of the listed used industrial electronic equipment. All items listed are applicable to non-new used goods only; brand new products are not subject to this regulation.
