India India’s Ministry of Power publishes notification setting out energy saving targets of PAT scheme for FY 2020-21 to 2022-23.

On April 13, 2020, India’s Ministry of Power published a notification (S.O. 1254(E)) to prescribe the list of “designated consumers” subject to mandatory energy conservation certification scheme “PAT (Perform, Achieve and Trade) scheme”. In the list, specific energy consumption norms and standards for baseline year 2018-19 and for target year 2022-2023 are also provided.

Under the PAT scheme, the “designated consumers” selected from energy-intensive industries, etc. in accordance with the Energy Conservation Act, 2001 are obligated to improve their energy efficiency to meet the target. Designated consumers who do not achieve their targets will be required to pay a fine or to purchase Energy Savings Certificates from other designated consumers who achieve the target.

Designated consumers in the list on the notification are as follows

  1. Cement
  2. Iron and Steel
  3. Pulp & Paper
  4. Textiles
  5. Commercial Buildings (Hotels)
  6. Petroleum Refinery
