India’s Ministry of Environment, Forest and Climate Change (MoEFCC) has published and enforced the Greenhouse Gases Emission Intensity Target Rules, 2025 on October 8, 2025, under the Carbon Credit Trading Scheme (CCTS), 2023. The rules target four sectors—aluminum, cement, chlor-alkali, and paper and pulp—designating a total of 282 obligated entities. Each entity is assigned a greenhouse gas (GHG) intensity reduction target for the 2025 and 2026 financial year.
