India to Ban PFAS and Bisphenol A in Food Contact Materials

India’s Food Safety and Standards Authority (FSSAI) published a draft on October 11, 2025, to amend the Food Safety and Standards (Packaging) Regulations, 2018, and is inviting comments for a period of 60 days. The draft amendment states that Poly- and perfluoroalkyl substances (PFAS) in food contact materials, as well as materials made of polycarbonate and epoxy resins containing Bisphenol A (BPA) and its derivatives will be prohibited. The draft regulations did not mention when the ban will take effect, and the official publication and enforcement of the regulations has not been clarified at this time. The draft also did not specify list of PFAS substances to be prohibited.

The draft amendment adds two new regulations as follows:

  • Regulation 15
    Poly- and perfluoroalkyl substances (PFAs) shall not be used in manufacturing of food contact materials.
  • Regulation 16
    Food contact materials manufactured with polycarbonate and epoxy resins shall be free from Bisphenol A (BPA) and its derivatives.
