Taiwan MOENV Announces Results Following Implementation of “Green Fee” for Plastic Containers

On May 26, 2026, the Taiwan Ministry of Environment (MOENV) announced the achievements of its plastic container "Green Fee" policy, which has been in effect since January 1, 2025, on its official website. Previously, on December 10, 2024, the Ministry had issued an amendment notice for the Fee Rates for Container Recycling, Clearance, and Disposal, which establishes the recycling fee structures for container categories. Article 16 of the Waste Disposal Act—the parent legislation of the notice—stipulates that manufacturers or importers of products or containers designated by the MOENV must pay recycling fees into designated accounts in accordance with the rates specified in the notice.

 

The amended notice introduced "Green Fees" that offer discounts when plastic containers incorporate recycled plastic materials (a 15% reduction) or utilize eco-friendly "green design" (a 15% to 30% reduction). This Green Fee scheme is scheduled to run from January 1, 2025, through December 31, 2027. According to the MOENV, 53 companies have participated in the Green Fee policy so far, covering a cumulative total of 368 million products.

 

Plastic Container Green Fee Policy

  • Green fee for using recycled plastics
    According to the provisions of the amended "Fee Rates for Container Recycling, Clearance, and Disposal," a container qualifies for the Green Fee (a 15% reduction) if the recycled plastic material reaches 25% or more of the container's total weight. The MOENV reported that 35 companies, including Taiwan's Nice Enterprise Co., Ltd. (耐斯), have introduced containers using recycled plastic, resulting in a reduction of more than 1,600 tons of virgin plastic.
  • Green fee for green design
    The amended notice also defines specific compliance criteria for containers to qualify for the Green Fee discounts, such as "Green Design A" (e.g., transparent, colorless, and unprinted) and "Green Design B" (e.g., tethered cap structures where the lid remains attached to the bottle). The MOENV’s report highlights case studies and achievements regarding products that meet these Green Design A and B standards. Additionally, the attachments to the report list the names of plastic container manufacturers and specific product examples currently benefiting from the Green Fee incentives.
