Taiwan Ministry of Environment Amends Notices and Regulations on WEEE Recycling 
On July 6, 2026, Taiwan’s Ministry of Environment promulgated the amended public notice titled “Scope, Facility Installation, Standards, and Other Compliance Matters for Electrical and Electronic Equipment Sellers Required to Install Resource Recycling Facilities“ (hereinafter referred to as the “Amended Notice”). Subsequently, on July 13, 2026, the Ministry promulgated the amended “Regulations Governing the Management of Recyclable Waste Recyclers and Disposal Enterprises“ (hereinafter referred to as the “Amended Regulations”). These revisions remove provisions requiring the three-ply recycling manifest (manifest voucher) for the “Four Major Household Appliances” (televisions, washing machines, refrigerators, and air conditioners/heaters). The Amended Notice takes effect on January 1, 2027. Article 23 of the Amended Regulations—from which the provisions regarding the Four Major Household Appliances recycling manifest have been removed—will also take effect on January 1, 2027. Consequently, recycling manifests for these four appliance types will be officially phased out starting January 1, 2027.
Repealed Provisions
Under item 5 of the Amended Notice (“Scope, Facility Installation, Standards, and Other Compliance Matters for Electrical and Electronic Equipment Sellers Required to Install Resource Recycling Facilities”), the following requirement has been deleted:
When collecting used Four Major Household Appliances (televisions, washing machines, refrigerators, and air conditioners/heaters) at a consumer’s premises, the seller must complete the Four Major Household Appliances recycling manifest and provide the third copy to the consumer for retention.
In alignment with the above notice, Article 23 of the amended Regulations Governing the Management of Recyclable Waste Recyclers and Disposal Enterprises has similarly eliminated the provisions concerning the Four Major Household Appliances recycling manifest.
Other Key Amendments
To accommodate increasingly diversified sales channels among retailers, item 2 of the Amended Notice has been revised as follows (amended text highlighted in bold):

In addition, corresponding to the above amendment, Attachment 1 regarding display font size has been updated to require that text displayed outside physical storefronts must be at least 12 points (pt) in size.
