Taiwan MOE Announces Draft Amendment to Dry Cell Battery Regulations Based on Minamata Convention

On March 13, 2026, the Ministry of Environment (MOE) of Taiwan announced a draft amendment to the Restrictions on the Manufacture, Import, and Sale of Dry Cell Batteries and initiated a public comment period. Comments may be submitted up to 60 days following the date of the announcement. This amendment aims to implement the decisions made at the fifth meeting of the Conference of the Parties (COP5) to the Minamata Convention on Mercury and to strengthen mercury management in Taiwan. Key changes include the addition of button-cell zinc-air batteries to the scope of regulated products and a reduction in the mercury content threshold for button cells.
