Japan’s MOE Receives Advisory Report on the “Approach on the 10th Water Quality Total Load Reduction Program”

On May 7, 2026, Japan’s Ministry of the Environment (MOE) announced that the chair of the Central Environment Council had submitted to the MOE an advisory report titled “Approach on the 10th Water Quality Total Load Reduction Program: Transition from Total Load Reduction to Total Load Management” . The report signals a policy shift for enclosed coastal seas such as Tokyo Bay, Ise Bay, and the Seto Inland Sea—from uniform measures focused on “reducing pollution loads (total load reduction)” to more tailored “finetuned water environment management (total load management)” that reflects regional needs and the specific conditions of each sea area.
