Japan to Newly Include “Persistence” of Class II Specified Chemical Substances in Hazard Information Reporting under CSCL

On March 18, 2026, Japan’s Ministry of Health, Labour and Welfare (MHLW), Ministry of Economy, Trade and Industry (METI), and Ministry of the Environment (MOE) jointly opened a public consultation on draft amendments to (i) the Ministerial Ordinance on the Reporting of Hazard Information under the Act on the Evaluation of Chemical Substances and Regulation of Their Manufacture, etc. (the Chemical Substances Control Law, or “CSCL”), and (ii) the administrative guidance titled “On the Operation of Hazard Information Reporting.”
