Japan Announces Proposed Revisions to Test Methods for Determining Applicability of Regulated Substances under CSCL

On February 19, 2026, Japan’s Ministry of Health, Labour and Welfare, Ministry of Economy, Trade and Industry, and Ministry of the Environment jointly released proposed partial revisions to the following regulaltoins:

  1. the Notice on the Handling of Knowledge Already Obtained Regarding the Composition and Properties of Substances (“Existing Knowledge Notice”) and;
  2. the Test Methods and Evaluation Criteria for Determining New Chemical Substances and the Applicability of Monitoring Chemical Substances (“Evaluation Criteria”).
