Japan promulgates cabinet order partially amending the Industrial Safety and Health Act enforcement order

On February 19, 2025, Japan promulgated a cabinet order, a ministerial order, and a public notification that partially amend the Order for Enforcement of the Industrial Safety and Health Act and the Ordinance on Industrial Safety and Health (hereinafter referred to as the “ISH Ordinance”). The main amendment is the expansion of the scope of “substances subject to labeling and SDS issuance” by extending the substance classification period. Previously, substances that had been classified as target substances by March 31, 2021, were subject to mandatory labeling and SDS issuance.
