China Announce Adjustments to the Catalogue of Precursor Chemicals Subject to Export Control to Specific Countries (Regions)

On September 26, 2026, China’s Ministry of Commerce, Ministry of Public Security, Ministry of Emergency Management, General Administration of Customs (GACC), and National Medical Products Administration revised the Catalogue of Precursor Chemicals Subject to Export Control to Specific Countries (Regions). Under this revision, two chemical substances—methyl 1-phenethyl-4-oxopiperidine-3-carboxylate and ethyl 1-phenethyl-4-oxopiperidine-3-carboxylate—were added to Part 2 of the Catalogue, which covers export controls targeting the United States, Mexico, and Canada.
