China Releases Draft Amendments to RoHS Compliance Catalog and Exemption List

On November 3, 2025, China’s Ministry of Industry and Information Technology (MIIT) published draft amendments for public comment to two key documents under China RoHS regulations:

  • “Compliance Management Catalog for the Restriction of Hazardous Substances in Electrical and Electronic Products (2025 Edition)” (hereafter “Compliance Catalog”), which lists products subject to substance restrictions; and
  • “Exemption List for Restricted Substances under the Compliance Management Catalog (2025 Edition)” (hereafter “Exemption List”), which specifies applicable exemptions.

The comment period runs until December 2, 2025.

 

The draft Compliance Catalog consolidates previously listed items—printers, copiers, and fax machines—into a single category: “Printers, Scanners, Fax Machines, and Multifunction Devices.” It also adds 23 new product categories, including air purifiers, dishwashers, rice cookers, electronic toys, electronic blood pressure monitors, glucose meters, and hearing aids.

The draft Exemption List reflects changes based on new international environmental treaties such as the Minamata Convention, revising related exemption provisions accordingly.
