Vietnam lists facilities mandated to conduct GHG inspections

On January 18, 2022, the Prime Minister of the Vietnam issued the Prime Minister’s Decision No. 01/2022/QD-TTg on the List of Greenhouse Gas Emitting Facilities that Must Conduct Greenhouse Gas Inspections (hereinafter “the Decision”). The Decision entered into force on the same day.

The Annex I of the Decision lists sectors that must conduct greenhouse gas (GHG) inspections as indicated below:

1 Livestock production
2 Forestry and land-use alteration
3 Agricultural crops
4 Energy consumption in agriculture, forestry and fisheries
5 Other emission sources in agriculture
VI Waste
1 Landfills for solid waste
2 Treatment of solid waste by biological methods
3 Furnace and open-air incineration of waste
4 Treatment and discharge of wastewater

Specific facilities that are required to conduct GHG inspections are categorized by sector and listed in the following annexes:

  • Annex II: Facilities in the commercial and industrial sector that must conduct GHG inspections
  • Annex III: Facilities in the transportation sector that must conduct GHG inspections
  • Annex IV: Facilities in the construction sector that must conduct GHG inspections
  • Annex V: Facilities in the natural resources and environment sector that must conduct GHG inspections

Each Annex contains information such as facilities’ names, addresses, sectors, and energy consumption (in TOE).

It should be noted that details of GHG inspections are stipulated in the Decree No. 06/2022/ND-CP and the Circular No. 01/2022/TT-BTNMT.
