Singapore Issues Document Announcing Start Dates for MCCP and LC PFCA Regulations

On January 26, 2026, Singapore’s National Environment Agency (NEA) released a document titled Updates on the Phase‑Out of Chlorpyrifos, MCCPs, and LC‑PFCAs. The document follows the December 16, 2025 notification to all Parties that these three substances have been added to Annex A (Elimination) of the Stockholm Convention:

  • Chlorpyrifos
  • Medium‑chain chlorinated paraffins (MCCPs) (C14–C17, with chlorine content ≥ 45 percent by weight)
  • Long‑chain perfluorocarboxylic acids (long‑chain PFCAs or LC‑PFCAs) (C9–C21), their salts, and related compounds

 

Under the Stockholm Convention, amendments to the Annexes enter into force for Parties one year after the date of notification. Accordingly, NEA states that, beginning December 16, 2026, the manufacture, import, and export of these three substances—and of products containing them—will be prohibited in Singapore. However, stocks and products imported before that date may continue to be consumed.

In Singapore, substances listed under the Stockholm Convention are regulated under the Environmental Protection and Management Act (EPMA). Chlorpyrifos was added to the Second Schedule of the EPMA on August 27, 2025, and the other two substances were added on January 31, 2025. Entities that manufacture, import, or sell substances listed in the Second Schedule must obtain a license from the Director‑General of NEA.

In the Annex to the newly released document, NEA also provides a list of HS codes and product codes that fall under the scope of regulation. Traders must refer to this list and use the appropriate codes when applying for TradeNet permits for import or export. All such applications fall under the jurisdiction of the Chemical Control and Management Department (CCMD).

 

Exemptions

The document further notes that NEA is still assessing whether Singapore will adopt any of the specific exemptions permitted under the Stockholm Convention. Details on exemptions applicable within Singapore will be announced at a later date.
