Indonesia Issues Latest National Energy Policy

On September 15, 2025, Indonesia promulgated Government Regulation No. 40 of 2025 concerning the National Energy Policy (hereinafter “the Regulation”). The Regulation took effect immediately upon promulgation, thereby repealing Government Regulation No. 79 of 2014. It establishes Indonesia’s energy policy framework toward achieving net‑zero greenhouse gas (GHG) emissions by 2060. Specifically, it sets energy use targets by sector and primary energy supply targets in ten‑year increments from 2030 to 2060. By 2060, the top three sources of new and renewable energy are projected to be solar, biomass, and nuclear.
