On November 6, 2025, Taiwan’s Ministry of Health and Welfare announced the promulgation of the revised “List of Restricted Cosmetic Ingredients.” The revised version will take effect on October 1, 2027. Article 6, Paragraph 2 of the upper-level law, the Cosmetic Hygiene and Safety Management Act, stipulates that “the central competent authority may restrict the use of cosmetic ingredients to prevent and avoid situations harmful to human health, such as allergic reactions, irritation, or discoloration.”
