Taiwan Publishes Draft Amendment to “List of Prohibited Ingredients in Cosmetics”

On April 1, 2025, Taiwan's Ministry of Health and Welfare published a draft amendment to the "List of Prohibited Ingredients in Cosmetics" and began soliciting public comments. The comment period will last for 60 days from the date of publication. Article 6, Paragraph 1 of the higher law, the "Cosmetic Hygiene and Safety Management Act," stipulates that "cosmetics shall not contain mercury, lead, or other prohibited ingredients announced by the central competent authority." Cosmetics containing ingredients listed in the "List of Prohibited Ingredients in Cosmetics" are prohibited from import, manufacture, sale, supply, or display for the purpose of sale or supply.
