Japan Publishes Cabinet Order Amending the Enforcement Order of the Chemical Substances Control Law to Designate “PFHxS-Related Substances” as Class I Specified Chemical Substances

On December 17, 2025, in Japan, o a Cabinet Order partially amending the Enforcement Order of the Act on the Evaluation of Chemical Substances and Regulation of Their Manufacture, etc. (Chemical Substances Control Law) was promulgated. The outline of the amendment is described in the Cabinet decision materials released to the press on December 12, 2025. The amendment items are as follows. Among them, only item 3), the deletion of exceptional uses, takes effect on the date of promulgation; items 1), 2), and 4) take effect six months after promulgation.
