China’s Jiangsu province releases draft of air pollutant emission standards

On July 6, 2021, the Department of Ecology and Environment of Jiangsu Province, China released the following 2 mandatory local standards for comments and started to solicit opinions. The deadline for receiving comments is August 6, 2021.

  1. “Emission standard of air pollutants for industrial coating process”.
  2. “Emission standard of air pollutants for printing industry”.

A summary of the above standards, which set emission limits for air pollutants, is as follows:

 

1. Emission standard of air pollutants for industrial coating process

Scope of application

  • Air pollutant emission management for existing industrial coating enterprises or production facilities.
  • Environmental impact assessment, issuance of pollutant emission permits and air pollutant emissions management after the start of operations in construction projects of industrial coating process.
  • Furniture manufacturing, automobile manufacturing, automobile parts manufacturing, construction machinery and steel structure industry, automobile maintenance industry, and shipbuilding industry are exempted (because the industry standard has already been published).

 

Emission limits for air pollutants

The following emission limits shall apply to new enterprises from the date of enforcement of the standard, and to existing enterprises in 12 months after the date of publication.

  • If the removal efficiency of the pollution control facility is 90% or more, the emission rate limit is not applied.
  • The BTEX concentration shall be the sum of the mass concentrations of toluene, xylene, trimethylbenzene, ethylbenzene, and styrene.

 

The air pollutant emission limits for combustion equipment are shown in the table below.

2. Emission standard of air pollutants for printing industry

Scope of application

  • Air pollutant emission management for existing printing industry enterprises or production facilities
  • Environmental impact assessment, issuance of pollutant emission permits and air pollutant emissions management after the start of operations in construction projects of printing industry.

 

Emission limits for air pollutants

The following emission limits shall apply to new enterprises from the date of enforcement of the standard, and to existing enterprises in 12 months after the date of publication.

  • If the removal efficiency of the pollution control facility is 90% or more, it is considered equivalent to the situation where the emission rate requirement is met.
  • The BTEX concentration shall be the sum of the mass concentrations of toluene, xylene, trimethylbenzene, ethylbenzene, and styrene.

 

Raw and auxiliary materials such as inks, cleaning agents, adhesives, and paints to be used must meet the low VOC content limit requirements in the table below (only some excerpts).
