China China, Guideline on available techniques of pollution prevention and control for automotive industry (Call for Opinions)

On June 17, 2020, The Ministry of Ecology and Environment of China announced the “Guideline on available techniques of pollution prevention and control for automotive industry (Call for Opinions)” and began collecting opinions. The deadline of collecting is July 10, 2020.

In recent years, there have been found the tightened environmental regulations on volatile organic compounds (VOCs) in China. In order to achieve the various requirements for such regulations, it is necessary to take action with the corresponding pollution prevention technologies. The guideline provides technical guidance that companies can refer to in responding to these regulations. The outline of the guideline is as follows:

Positioning of the guideline

The guideline can be used as a reference for environmental impact assessment, management of pollutant emissions permits, and selection of pollution prevention technologies of construction projects by automotive industry companies or production facilities. (excerpt from the P.1 “1. Scope of application” of the original text).

Scope of application

The technologies in guideline can be used for the prevention of pollution by gas emissions, waste water, solid waste or noise in the automotive industry.

It cannot apply to the prevention of pollution by the casting or electro-plating process in the production of automotive industry.

Pollution prevention technology

The following is an example of available technologies for preventing pollution by gas emissions.

Pollution Prevention Technology Anti-contamination technology
Alternative technology with high solids solvent-based paints Electrostatic purification technology of oil mist
Alternative technology with water-based paints Paint mist high efficiency filtration technology
Alternative technology using aqueous cleaning solvent Cyclone dust removal technology
Alternative technology with ultraviolet (UV) curable paint Bag filter dust removal technology
Cation electrode position coating technology VOC countermeasure technology by fixed floor adsorption method
Electrostatic coating technology VOC countermeasure technology by heat storage combustion
Low nitrogen combustion technology VOC countermeasure technology by catalytic combustion

The guideline also provides details and applicable processes about the various techniques listed above.
