China Mandates Minimum Renewable Energy Consumption Targets

On June 5, 2026, China’s National Development and Reform Commission (NDRC) and other relevant authorities promulgated the Implementation Measures for Minimum Share Targets for Renewable Energy Consumption and the Renewable Electricity Consumption Responsibility Weight System. To encourage the priority use and voluntary consumption of renewable energy across society and to support the realization of carbon peaking and carbon neutrality, these Measures establish minimum renewable energy (both electric and non-electric) consumption share targets and responsibility systems specifically for key energy-consuming industries, while refining the renewable electricity consumption guarantee system.
