China Releasing Draft Amendment to Regulation on Registration of New Chemical Substances

On June 11, 2026, the Ministry of Ecology and Environment (MEE) of China released a draft amendment to the Measures for Environmental Management Registration of New Chemical Substances and opened it for public comment. The deadline for submitting comments is July 12, 2026. This amendment was primary driven by the need to ensure alignment with the provisions concerning new chemical substances in the Ecology and Environment Code. The revision spans a wide range of areas, including the restructuring of registration categories, a review of the exemption scope, and the elimination of the registration representative system, which is expected to impact many businesses.
