China NMPA Releases Draft Mandatory Standard for Cosmetic Safety: First Major Revision Since 1987

On March 19, 2026, the National Medical Products Administration (NMPA) released the consultation draft of the mandatory national standard General Requirements for Cosmetic Safety (GB 7916). The public comment period is open from March 19, 2026, to May 18, 2026. This draft replaces the 1987 version, updating outdated requirements and integrating them with the current Safety and Technical Standards for Cosmetics. While the official promulgation date is yet to be determined, the accompanying explanatory documents suggest a 12-month transition period from the date of publication to the date of implementation.
