In the Plan for Promoting the Extended Producer Responsibility (EPR) System published in 2016, China set an ambitious goal to increase the use of recycled materials in key products to 20% by 2025. Although numerous policies have been enacted since then, the use of recycled materials currently remains a recommendation rather than a mandatory legal requirement.
The regulatory landscape reached a potential turning point with the draft of the Ecological Environment Code released in April 2025, which originally stated that “the State shall establish a system to mandate the use of recycled materials in key products.” However, the final version of the Code revised this language back to a “recommendation.” This shift raises a critical question for the industry: Will the use of recycled materials remain voluntary, or is a mandatory system looming on the horizon?

Ms. Yake LIU is an Associate Senior Researcher from the Research & Consulting Department of EnviX Ltd. She is mainly in charge of EHS (Environment, Health and Safety) regulations in China, Hong Kong and Taiwan, and has rich knowledge and experience in these fields. Before joining EnviX, she worked as a research assistant at the School of Environment, Tsinghua University for 4 years, mainly focusing on the VOCs and waste control policy research.
