China MEE Issues Notice on 2026 National Carbon Emissions Trading Market Operations

On February 9, 2026, China’s Ministry of Ecology and Environment (MEE) published the Notice on the Implementation of Operations Related to the National Carbon Emissions Trading Market for Fiscal Year 2026. The notice mandates that provincial-level ecological and environmental departments establish lists of "key emission units" for the power generation, steel, cement, and aluminum smelting industries, and manage these enterprises accordingly.
