Chinese Government Issues 2026 Lists of Goods Subject to Import, Export License Requirements

On December 30, 2025, China’s Ministry of Commerce issued 2026 editions of the List of Goods Subject to the Import License Requirement and List of Goods Subject to the Export License Requirement. These lists are based on the Foreign Trade Law¹, Regulations on Goods Import and Export², Regulations on Ozone-depleting Substances³, Measures on Goods Import Licenses⁴, Measures on Goods Export Licenses⁵, Measures on the Import and Export of Ozone-depleting Substances⁶, Measures on the Import of Mechanical and Electrical Products⁷ and Measures on the Import of Key Used Mechanical and Electrical Products⁸. Both lists came into effect and replaced the 2025 editions on Jan. 1, 2026.
